I'd like +5 to all except strike supers, next best is +'s to all except strike supers. I've heard the highest net gain you can get is +6 so if that's true I'd be aiming for +11/-5 with -5 to strike supers, +5 to ki blast supers and the other +6 spread over the other stats. With priority going to basic attacks.

Super saiyan is your go-to for strikes and basic attacks and super vegeta is your go-to for ki builds. Most of them are good. All the Kamehameha waves are good, all Vegeta's moves (Gallick Guns, Final Flash etc) Bardock's moves. There are too many good ki blast skills to list really. Probably less bad ones than good ones unlike strike. Vegeta's shine shot and energy breaker (scatter) aren't good at all.
